Honourable Chief Minister:

Innumerable documented reports in newspapers in Kerala and other Indian states, as well as videographic material, photographs and eyewitness reports, have borne testimony to ongoing and unconscionable cruelty meted out to animals in Kerala over the past several decades. You would surely recall the grisly and brutal massacre of various species of animals (including endangered species and migratory birds from outside India) that took place in northern Kerala at a snake park some years ago, motivated by cruel-hearted fiends on two legs in the name of political rivalry.

These acts of torture and murder cannot be swept under the carpet nor denied in the face of evidence. Persons living in India must abide by Indian rules and regulations. Living in the twenty-first century signifies that we must collectively give up customs and practices that are not merely outmoded but also barbarous and inhumane. You must surely also be aware that ANIMAL RIGHTS is a contemporary issue that has a direct bearing not only upon the environment but also upon the ethical and moral conduct of individuals and nations. Permit me to quote M.K. Gandhi in this context: "The greatness of a nation and its moral fibre can be gauged by the way it treats its animals."

This is because animals, in their general interaction with humans, are: VOICELESS, DEFENCELESS AND ENTIRELY HELPLESS. To subject defenceless and sentient non-human species that are at our mercy to deliberate, unbearable and continual torture debases human beings and robs them of all dignity, humanity, ethics and decency. It is vile, base and unconscionable--not to mention completely illegal.

Therefore, it is my earnest hope that you and your colleagues would take effective measures to end this systematic cruelty shown by persons in Kerala towards elephants, dogs and various other species.
