The bill opposes large-scale commercial breeding facilities and puppy mills and seeks to regulate these types of breeders. In addition, H.B. 3180 requires that breeders provide routine veterinary care. TVMA stated in a press release that it was "strongly in favor of putting an end to the deplorable conditions present in puppy and kitten mills," then expressed concern for the breeders by stating that the bill is, "putting onerous restrictions on responsible breeders." However, H.B. 3180 actually states that breeders that own 10 or less adult intact female animals - are exempt from the bill's licensing requirements. One can argue that if all breeders were ethical, they would already be following the provisions of this bill without it needing it to be passed. TVMA also attempts to justify their stance by arguing that animal cruelty laws are already in place in Texas, thus making this bill unnecessary. Despite the current animal abuse laws in the state, there is a crucial time period between the misconduct by the breeder and the seizure of the animals. By regulating these facilities, the likelihood of these facilities operating freely would be greatly minimised. "The TVMA's decision to put the commercial interest of breeders over the welfare of thousands of animals suffering in puppy mills is appalling," said Cile Holloway, president of Texas Humane Legislation Network. In Texas, there is nothing currently in place which strictly prohibits or regulates these operations. The state allows unscrupulous breeders and facilities to do as they please.
