Le gouvernement et le Plan de gestion de l'ours noir 2006-2013

While it has not been very public about it, the government of Québec, Canada, has been developing the Black Bear Management Plan 2006-2013 to “... optimize the value of the bear as a resource in each of the regions in which it is found throughout the province.” By “value” is meant the value of dead black bears.

Québec is looking at:

Re-introducing fall bear hunts (they were previously stopped because of low numbers of bears);
Re-introducing the cruel use of dog packs to hunt bears;
An increase in trapping and hunting to resolve “nuisance” bear conflicts;
Legalizing hunting where bears are now illegally being poached, although the government claims the number of bears that are poached is “insignificant”;
Allowing trapping of bears attracted to bait used for deer and moose, to protect the bait.
Meanwhile, the policy of the Québec government remains to not allow wildlife rehabilitators to care for orphaned cubs, a practice that has proved to work in neighboring Ontario. If the increasing in killing being proposed happens, you can be sure more bears will suffer, more bears will die, and more dependent young bears will be orphaned.

Letters, not emails, especially from the States, will have the greatest impact. Just a few lines are all that are needed. Please tell her, in your own words, not to reduce current levels of protection for black bears in Québec, to promote the rehabilitation of orphaned cubs, and to prevent the cruel use of dogs to hunt bears.

This is tell you how shocked I was to learn of Premier Charest's plans to change the law protecting black bears in your Quebec in order to attract more American hunters. I oppose the reintroduction of fall bear hunts, the use of dogs to hunt bears, and the proposed increase in hunting and trapping to resolve "nuisance" problems.

I would encourage Quebec not to move backwards, but to take a more progressive stance: encourage protection of bears and discourage practices that lead to cruelty and suffering in animals. I believe that Quebec should seek to attract, as tourists, the majority of people who oppose animal cruelty and cherish the natural environment. I would also encourage cooperation with humanitarians to produce the ability of Quebec to rehabilitate orphaned bears. And I strongly urge you to resist any effort to allow trade in bear galls or paws.

Please protect the bears.
