"[For example] if the chain makes it hard for it to move andhave access to its food, its water and its shelter," he says.But there is no rule against keeping them tied up, 24 hours a day. At least notright now.The ministry of agriculture says in the next few weeks, it will unveil newregulations that will include a ban. The regulations will go through aconsultation period before coming into effect, likely this fall.Thibault says he supports the move, adding that many owners who do it don'trealize they are hurting the animal.
