Ottawa, le 4 février 2011 - la Fédération des sociétés canadiennes d'assistance aux animaux (FSCAA) est en train de mobiliser les Canadiens pour demander des améliorations à la loi fédérale sur la cruauté envers les animaux. Sur ce site, les visiteurs peuvent envoyer une lettre directement au ministre fédéral de la justice, ainsi qu'à leur MP, pour demander une loi plus forte. “La FSCAA se bat pendant plusieurs années pour apporter du changement positif aux articles sur la cruauté envers les animaux dans le Code criminel,” dit Shelagh MacDonald. “Nous allons continuer jusqu’à ce que les graves lacunes dans cette loi archaique soit réglées. La réforme cherché par la FSCAA comprend, parmi d’autres changements: · L’enlevement du terme « volontairement » de la loi, car ce mot rend la poursuite des cas de négligence très difficile. La formulation requiert une preuve que l’accusé avait l’intention de faire du mal. Pour les cas qui vont en cour, la plupart des juges déclarent les défendeurs non coupables, car ils estiment qu’il n’y a pas suffisamment de preuves que le propriétaire avait l’intention de faire du mal à ses animaux — même quand des douzaines d’animaux sont morts de faim. · Une clause pour rendre l’entraînement des chiens pour le combat une infraction criminelle · Plus de protection aux animaux qui n’ont pas de propriétaire. Actuellement, tuer un animal errant n’est pas une infraction criminelle. Un projet de loi qui aurait introduit ces changements positifs a été adopté par tous les partis à la Chambre des communes à deux reprises en 2003, mais a été bloqué par le Sénat. En juin 2008, le projet de loi S-203 a été adopté pour simplement augmenter les sanctions pour les personnes déclarées coupables. Oui, c'est une bonne campagne ! Et en effet, L214 fait un excellent travail.

Je ne sais pas s'il s'agit du même incendie mais ce matin, ils ont parlé de l'incendie d'une porcherie aux nouvelles-télé. Ils ont dit que la moitié des bêtes avaient péries mais que FORT HEUREUSEMENT, pour le propriétaire, l'autre moitié avait déjà pris le chemin de l'abattoir et que le propriétaire était bien assuré mais ne pensait pas reconstruire. Pas un mot sur le triste sort des cochons. Oui, Loulou, pauvres bêtes ! C'est tellement triste, et cette indifférence est pitoyable !

Ce n'est pas la 1ère fois qu'on lui demande mais Air Canada avait dit que la loi l'obligeait à le faire. Et c'est bien ce qu'il dit encore aujourd'hui. Pourtant d'autres compagnies refusent de la faire. Je suppose qu'elles ne sont pas soumises aux mêmes lois.

C'est semblable dans les écoles lorsque certains jeunes refusent de faire des travaux de laboratoire sur des animaux. L'une de mes connaissances avait une fille qui a refusé et l'enseignante lui a donné une note de 0 ! Cela fait une dizaine d'années de cela. Certains enseignants vont accepter de donner un travail de remplacement aux élèves qui refusent de travailler sur des animaux. Oui, il faut faire des démarches. Surtout que l'alimentation végétarienne est maintenant reconnue comme étant un choix santé. Il y a maintenant des prisons qui servent des mets végétaliens. Je suis justement aller présenter cette pétition hier à une députée qui m'a très bien reçue. Elle a été impressionnée par le nombre de signatures !!! Nous en avons plus de 3,800. Elle a dit que d'habitude, les pétitions comportent 150, 200, 300 signatures ... Probablement que de ce nombre 300 signatures seront retranchées car elles n'ont pas d'adresses ou sont sur des feuilles rajoutées non à l'en-tête de la pétition ou au verso mais il en restera tout de même un nombre qui impressionne. La députée m'a dit qu'il y aurait un suivi à la pétition. Il y en a peut-être en a France. Sinon, ce serait une idée que d'en écrire un nous-mêmes

Lettre ouverte à Gail Shea + bas pour la traduction en anglais 加拿大海豹行业来华寻商机 海豹制品难敲开中国大门(图) 【提要】由于捕杀海豹的方式备受争议，欧盟和俄罗斯已经对加拿大海豹产品关上了大门。加拿大渔业和海洋部长盖尔·谢伊来北京带来的加拿大海豹制品集团参加昨天（11日）开幕的第三十七届中国国际裘皮革皮制品交易会，借机推广海豹皮毛制品。在昨天交易会开幕现场，迎接加拿大海豹制品集团的还有国际爱护动物基金会，两方代表同时接受了中国之声的独家专访，表达了各自的看法。 加拿大白色小海豹（资料图） 　　中广网北京1月12日消息（记者满朝旭 苏玲）据中国之声《新闻纵横》报道，今天上午10点，鸟巢附近的北京国际会议中心将会迎来一位特殊的客人，她就是加拿大渔业和海洋部长，这位女士不止一次到过中国，而她来中国的目的却只有一个，那就是宣传加拿大的渔业以及海豹产业。由于捕杀海豹的方式备受争议，欧盟和俄罗斯已经对加拿大海豹产品关上了大门。因此，盖尔·谢伊这次来北京带来的加拿大海豹制品集团参加昨天（11日）开幕的第三十七届中国国际裘皮革皮制品交易会，借机推广海豹皮毛制品。 　　不过在昨天交易会开幕现场，迎接加拿大海豹制品集团的还有国际爱护动物基金会，而这两方的代表也都同时接受了中国之声的独家专访，他们各自都表达了什么样的看法？ 　　2009年，欧盟通过法令终止与加拿大的海豹产品贸易，同一年，俄罗斯政府也禁止本国商业性海豹屠宰。目前，世界上大部分国家和地区都禁止了海豹产品的进口，其中包括日本、墨西哥、南非等，美国早在1972年就已取缔海豹产品贸易。而世界各国禁止商业捕杀海豹的首要原因就是捕杀方式不人道，国际爱护动物基金会亚洲地区总代表葛芮向记者详细描述了捕杀海豹的过程。 　　葛芮：三周到三个月之间，在这个时间里，有很多的小海豹刚刚断奶，还不会躲避人、不会自卫、不会游泳，它逃都不会逃，而且狩猎者拿着棍棒，拿着铁钩，来打它的时候，小海豹就坐在那儿，大眼睛盯着这个棍棒下来都不知道躲避，而且勾的时候，很多海豹不是一钩或者一棒就能够打死的，有的时候，这个动物没有打死，他就勾着这个动物从冰上把它拖到船上，在拖的路上因为这个动物还没有死，它痛苦，一直就在抽搐，冰面就留下了一条长长的血印。 不过，此次来华的加拿大海豹制品集团组织者之一格芒特认为，对任何一种动物的屠宰都会让人感到难受，加拿大捕杀海豹的方式没有问题。 　　格芒特：我不知道你是从哪里的来的信息。但是我想说，加拿大的政府组织和兽医协会组织已经清楚地说明，加拿大一直以来猎杀海豹的方式都是最人道和最出色的方式。另外，对于这个工业加拿大政府已经出台规定，来确保这个捕杀过程能够按规定来执行。 　　捕杀海豹和杀一匹马的的唯一区别就是，杀海豹任何人都能看得见! 如果你去屠宰场，你会看见人们宰杀鸡、牛、猪，这就是人和动物之间的问题，人们都会感觉残忍，作为这个产业，我们当然不想让动物受罪，这是我们的第一个原则。 　　我知道那些动物保护组织想摧毁我们这个产业，但是如果我们不控制海豹数量，他们会打破自然平衡，我想，“自然”有他的平衡，而我们就是用尽量人道的方式来保持这个平衡。 　　同时，格芒特还告诉记者，加拿大之所以捕杀海豹，是因为海豹数量过多，而过多的海豹将会对鱼类产生威胁，从而使环境失衡。 　　格芒特：现在我们谈论环境，我的观点是，海豹产业似乎是最好的保护环境的一个例子。首先，海豹对人没有威胁，而且它们数量过多。海豹吃掉鱼的数量是人的20 -25倍，他们主要吃鱼，而因为海豹数量过多，这种鱼几乎被他们吃光了。加拿大政府在控制海豹数量上做得非常出色。 　　我想这种依赖海豹而来的产业对环境也是非常有好处的：人们都想吃的更有营养，和那些需要饲养的肉用动物来比较，海豹还是不需要人工喂养的；而且依托海豹产品的领域现在遍及时尚界，食品产业，健康产品领域，甚至海豹油还可以制作药品。 　　我们的目的就是充分的利用这种动物，所以我说，海豹产业是获得环境平衡的一个很好的答案。 　　但是，对于海豹数量的说法，记者在国际爱护动物基金会那里却听到了另一种说法，那就是海豹的数量并没有增加，反而逐年递减。 　　葛芮：它是哺乳类动物，它的繁殖需要在冰面上，最近的几年，因为气候变暖的原因，海豹产子的时候，浮冰很少或者不结实，直接影响了海豹的繁殖，配额加起来是33万8千200只，而实际上，他们只补到了6万6千只。 　　这两年他们也意识到，即便有那么多配额，也不一定能够补到，商业捕杀这种产业已经200多年了，在这200多年里，海豹的数量下降得非常非常厉害。 2009年欧盟和俄罗斯市场关闭之后，加拿大海豹业迅速萎缩。对于这种做法，格芒特表示不理解，而他认为中国人很清楚该如何使用动物。 　　格芒特：我觉得现在北美和欧洲国家的人，他们对动物食品、动物制品已经产生一种恐惧，这是因为他们在城市里、在那些混凝土大楼里生活时间太长了，关于食品到底是怎么来的？比如吃的那些肉，他们已经搞不清楚都是怎么来的了。 　　但是在中国，我觉得人们很清楚“食物链”是怎么回事，在这里，我觉得关于动物和这里的人如何使用动物，比如当食物，做衣服，做药品，这些联系都很紧密，所以来中国推销我们的海豹皮是很自然的选择。 　　不过，海豹在我国被列为国家二级保护动物，在辽宁也曾有人因为猎杀海豹而受到法律的惩罚，中国之声特约观察员岳屾山表示，中国对待动物和使用动物是有严格法律约束的，同时也还在不断完善保护动物和善待动物的法律，加拿大海豹行业的想法有些简单。 　　岳屾山：因为就目前我国现有的法律情况来看，我国对珍稀动物，包括对一些珍稀动物的制品，包括对国家的保护类的动物，都是有明确立法保护的，杀害或者猎杀国家的保护动物，严重的话要追究刑事责任，所以说，我国对于动物保护的立法还是有的，并不像外界所传的，中国没有保护动物的立法。 　　其次，我们国家对于目前动物保护的态度也是很积极的，包括之前也一直在准备着像《反虐待动物法》这些法律法规也在准备进行起草和立法，所以说在保护动物意识方面，也并不像外界传言的那样没有保护动物的意识。 刚刚收到这封信。早已知道加拿大残暴猎杀海豹，但是今天即将贩卖到中国。大家都在想法子。李小溪我们刚刚讨论这件事情，想到你们一定会有一些资料。很想了解关于加拿大海豹是否列于国际濒危动物名单，有多少国家禁止进口、国际反对猎杀海豹的最新进展，等等。希望呼吁禁止进口。谢谢。 莽萍 2011年1月12日 北京 Open Letter to Gail Shea, Canada’s Fisheries Minister Minister Shea: We are animal loving citizens from across China. Living in this era, we feel proud to follow this trend. Yet, your arrival in China and the Canadian delegation you are leading, the second of its kind since last year, for promoting Canadian seal product sale in China, are nothing but an act hindering China’s progress in modernization and civilization. “Do not give others what you yourself do not want” is an ancient Chinese saying. Known to all, Canadian seal products are made out of the blood and flesh of the seal pups and out of the blood and tears of the mother seals. The cruelty of seal products has been condemned by the majority of Canadians and others in Europe and the Americas. How can you peddle this shameful product to China? You have come to China two years in a row to promote the morally repulsive products. Do you, Minister Shea, realize what kind of wrongs you are committing? First of all, going out of your way to promote Canadian seal products to Chinese consumers is indicative of your position supporting the racist and cultural imperialistic bias towards the Chinese people held by the sealing industry. The perceptions that “Chinese eat everything” and that Chinese care nothing about animal suffering show how outdated the Canadian sealing industry’s view of the Chinese people is, a view that is reminiscent of the prejudice against non-Western people and non-Western culture held by the West when it was brutalizing the non-Western world in the old days. China has a legacy of compassion for all living creatures. Progress in animal protection in the contemporary era has also been recognized. Based on what can the Canadian sealing industry claim that the Chinese nation is indifferent to animal suffering? Minister Shea, what makes you the advocate of seal product sale in China, products that are hugely controversial and morally indefensible? Second, the view that Chinese consumers will embrace products of animal cruelty indicates Canada’s complete out-of-touch with reality in China. The world is watching every new development in China in order to be on the same page with China’s breathtaking transformation. Refusing to face reality in China is a sign of arrogance on the part of the Canadian government. The Canadian government and sealing industry, by attempting to dump the seal products on the Chinese markets, show little respect to the Chinese consumers. Third, by promoting seal products in China, Shea is destroying the good image Canada has long enjoyed in China. Canada is one of the first Western nations that extended diplomatic recognition to the People’s Republic of China. Dr. Norman Beethune, a Canadian surgeon who worked in China during the Second World War, was a hero to the Chinese people. Mark Roswell, a Canadian student-turned comedian, is a celebrity in China. Both gentlemen have helped shorten the distance between China and Canada. Canadian sealing industry is undoing in China what Dr. Beethune and Mr. Roswell have accomplished. You only need to access China’s biggest online portal (http://news.qq.com/photon/tpyk/haibao.htm) and read the more than 16,000 readers’ comments to realize how Canada’s image has been tarnished because of Canadian brutality against baby seals. Fourth, to China, Canadian seal products are like the opium dumped on China by Great Britain in the early 19th century. Both seal products and opium serve to encourage irresponsible consumer behaviors. Worse still, they can poison young consumers. Opium sold to China did great damage to the bodies of the Chinese consumers. Seal products, a symbol of violence to the weak and of indifference to brutality, can distort the souls and destroy the spirit of the Chinese consumers. As a developed Western democracy, Canada should help China’s progress in civilization. It has NO right to sabotage it by dumping morally objectionable products in China. Finally, descriptions of seal products sold in the Greater China Region are full of exaggerations and misleading information. What is the scientific basis of the claimed power of the seal oil products? Some seal oil products are made specifically for infants. What are the possible side-effects or consequences if the product is accidentally taken orally by the infant? What is the residue level of harmful elements in the seal oil product, a level that is harmful to health? Canada should be ready all time to take responsibilities for any health consequences incurred by Canadian seal products. Minister Shea and Canadian government, promoting seal products to China is terribly unwise, short-sighted and unworthy. Seal products brutalize defenseless seal pups, sabotage China’s modernization (in moral development), poison and harm Chinese consumers, and tarnish Canadian international image.
