Stéphane LAMART ACTION : pétition en ligne contre la fourrure Fourrure de chien vendue à Bruxelles (28/09/2006) L’Afipa dénonce les faits et demande à la Commission européenne d’intervenir BRUXELLES L’enquête de l’Afipa, l’Association française et internationale de protection animale, a pris deux mois. Deux mois pour prouver qu’au cœur de l’Europe, il est possible de trouver de la fourrure d’animaux domestiques, importée de pays asiatiques. “Les fourreurs belges que nous avons contactés en nous faisant passer pour des acheteurs ordinaires étaient très méfiants. Tous ont répondu qu’ils ne vendaient pas ces fourrures. Puis l’un d’eux, à Bruxelles, a finalement accepté de nous réaliser une veste sur mesure, à base d’une fourrure en loup de Corée, qui n’est autre qu’une appellation pour du chien domestique coréen, le jindo. Le loup de Corée, ça n’existe pas”, explique Nicolas Biscaye, directeur de l’Afipa, en nous montrant cette veste, achetée samedi dernier. Il exhibe également la facture de 989 euros du fourreur L., dans l’agglomération bruxelloise. “Le fourreur m’a dit que ces peaux venaient de Corée et a ajouté qu’il fabriquait régulièrement des manteaux de ce genre. En Belgique, ce n’est même pas illégal”. Théoriquement, les importations de ces peaux ne sont pourtant plus autorisées depuis 2004. L’Afipa avait été mise au défi par la Commission européenne, incrédule, de prouver que des vêtements en chien ou en chat étaient bien en vente dans l’Union européenne, et pas uniquement quelques objets de décoration. “Avec constats d’huissier à l’appui, nous démontrons aujourd’hui que de la fourrure de chien est vendue en Belgique, mais aussi au Luxembourg et au Portugal. Nous avons également des preuves pour de la fourrure de chat en Pologne, Tchéquie et Slovaquie”, précise Nicolas Biscaye. “Ces fourrures viennent de deux circuits différents : élevage pour la peau ou élevage pour la viande dans les pays asiatiques, comme la Chine ou la Corée. Elles arrivent en Europe sous des noms bidons, comme renard ou loup de Corée”. Avec le soutien de la comédienne Corinne Touzet et de la chanteuse Liane Foly, l’Afipa lance une campagne pour obtenir à terme une interdiction totale de ces fourrures de chien et de chat en Europe, de leur circulation et, dans l’immédiat, un étiquetage précis des produits pour éviter que des peaux de chien ou du chat soient utilisées sous des appellations trompeuses. Une pétition est en ligne sur le site internet www.afipa.net. “En Belgique, nous comptons demander aux ministres de l’Économie Verwilghen et de la Consommation Van den Bossche de faire le ménage. Turkish Animal Protection Law Number 5199 Purpose ARTICLE 1 – The purpose of this law is to ensure that animals are afforded a comfortable life and receive good and proper treatment, to protect them in the best manner possible from the infliction of pain, suffering and torture, and to prevent all types of cruel treatment. Scope ARTICLE 2 – This Law includes the regulations to be made in line with the purpose article, the precautions to be taken, the coordination, supervision, restrictions and obligations to be imposed and the penal provisions to be enforced. Principles ARTICLE 4 a) All animals are born equal and have a right to life within the framework of the provisions of this Law. Protection of ownerless and incapacitated animals ARTICLE 6- It is forbidden to kill ownerless or incapacitated animals, apart from the situations set forth in the Animal Health Police Law no. 3285. Ownerless and incapacitated animals must be brought as quickly as possible to animal shelters established or permitted by the local authorities. These animals will first be held in the observation areas established in these centres. It is a principle that animals that have been sterilised, vaccinated and rehabilitated will be registered and released into the environment that they were taken from. Bans ARTICLE 14 – The following actions in relation to animals are banned: a) To intentionally mistreat animals, to carry out a cruel and unfair action, to beat an animal, leave them hungry or thirsty, to abandon them in extreme heat or cold, to neglect their care or to cause them physical and psychological pain. Killing of animals ARTICLE 13 – It is forbidden to kill animals unless there are legal exceptions or in case of a medical or scientific necessity; and when there is no food purpose or threat to humans or the environment, pregnant, nursing, and birthing animals may not be killed. Everyday, from all over the country, we hear about municipalities mass killing dogs. The petitions regarding the issue are not handled seriously by the authorities, no relevant reply is given and no solution is proposed. The municipalities insist on ignoring the Act no 5199 and its binding duties, and continue the slaughter. The Ministry of Interior responsible for inspection and administration of the issue neglects its duties as well. Turkish Animal Protection Law number 5199 is completely ignored by the municipality in Corum and by the Ministry of Interior responsible for inspecting the municipalities. We will send these inhumane photos to the EU Member States, and tell them that the non-ethical mass killing of stray animals by municipalities continue increasingly, even after the signing of the Animal Protection Act no 5199. We kindly ask you to take action in The Grand National Assembly of Turkey for providing the implementation of Act no 5199, and expect you to call Abdulkadir Aksu – the Minister of Interior on duty with an interpellation, should the occasion arise. Health authorities say that when someone is bitten by a dog, they should wash the wound for at least 15 minutes and quickly get a rabies vaccine - treatment that should be effective. The unchecked culls have met with strong criticism from international animal protection organizations. The Humane Society of the United States has offered to give China US$100,000 to vaccinate dogs if it promises to immediately stop the mass slaughter. It also sent an open letter to the Chinese ambassador in Washington to call for better ways to address rabies control. The central government has not yet responded to the offer. In August, the city government in Jining, Shandong, killed all dogs within a 5km radius of 16 villages following the death of 16 people from rabies this year. Jining had 500,000 dogs but authorities did not say how many were killed. The killing continued last month, but government-hired teams ran into opposition from farmers in Shangjiangcheng village, Dongguan, in Guangdong. After about a dozen dogs were killed, the farmers beat the hired teams with iron bars, claiming their watchdogs had been culled. In bigger cities the campaign is just starting. Beijing, Tianjin and several other cities have recently started long-term projects to inoculate dogs, close down illegal dog markets and punish residents if their dogs bite people. Another dog keeper said as a single child born in 1980s, they seek emotional support and invaluable comfort from their dogs. Only because their dogs exceed the size rule, they have to be separated with their guardians. This will be a very difficult decision for many families. Though we understand the government's concern over city environment and disease control, and the necessity to manage the dogs in Beijing, we suggest a more effective, scientific and humane way to deal with it. It is proven in many places in the world that lupomania could be controlled by taking vaccination shots or de-sexing dogs. The government could also launch an education campaign to educate some of the inhumane dog keepers. As a Hong Kong based animal welfare group, we are more than willing to offer our support and assistance in this area. Keeping a companion animal (pet) is an irreversible trend in today's world. People can afford to keep pets and they need pets as their companion. Dogs have long been accepted by the human society. Dogs are not only pets that can support their guardian family emotionally, but can improve people's health. They play other wonderful and important roles in our society, such as guiding the blind, helping people with hearing difficulties, helping the police. Their smart noses can detect hidden bombs, drugs and prohibited wild animals; they are also used to find survivors of natural disasters. Many large breed dogs such as Saint Bernard, Golden Retriever, Lapolado are actually mild tempered. They can provide good service for the blind and people with special needs. They are also wonderful family dogs. Many large breed dogs work as Dr. Dog in the Dr. Dog project launched by Animals Asia Foundation. Not so long ago a box success Laporlado Q also featured a large breed Laporlado dog. We recommend Chinese government to give more consideration when formulating dog keeping rules and learn from other countries that ban dogs based on the species' traits instead of simply by size. More academic groups and more average people have started to respect animal rights. There are also more animal welfare organizations mushrooming in China. You must have learnt already that when Mou Ding County's dog killing was exposed on the internet, numerous dog loving individuals as well as organizations have expressed their rage towards such atrocities. Many media outlets also criticized the barbaric practice. We strongly recommend Beijing municipal government to adopt more humane and scientific measures to prevent the spread of lupomania and solve dog-related social issues. Beijing government could also learn from other Asian countries to provide more comprehensive protections to the animals and educate the public on topics such as the prevention of lupomania and management of stray dogs and cats. Dog keepers should also be encouraged to take responsibilities. Animals Asia Foundation and other animal welfare organizations will all be very happy to cooperate with relevant Chinese government organizations.
